Tuesday, September 26 2023 The League of Women Voters of Jefferson County of WV in partnership with NAACP of Jefferson County, hosted a community forum on Affordable Housing Programs. The average price of owning a home in Jefferson County WV is over $300,000. There is great concern that too many people in our community cannot hope to afford to afford a home at these prices. A panel of experts who specialize in providing loans and grants to people seeking to buy their first home, or need help with their current home or rent, presented information on grants, low interest loans, help for security deposits, help on down payments and other ways to assist people looking for a place to live. Our panelist were: Jon Rogers, West Virginia Housing Development Fund Gail Moxey, CNB Bank and member of the Home Consortium Council of the Eastern Panhandle Maggie Garrido-Cortes, Housing Program Coordinator at Telamon, a community action agency. Delegate Paul Espinosa (R-Jefferson, District 98) had an informal conversation with constituents of Jefferson County, WV. Carline Shaw, President of LWVJC introduced Delegate Espinosa and member Dixie Dunn was our moderator for the forum.

The League has been hosting legislators' meetings with our State Delegates for years. Each year we invite our Legislators to a Send-Off meeting before the beginning of each Legislative Session, then upon their return home from Charleston in the spring, we invite the Delegation to a Wrap-Up meeting to discuss their accomplishments during the Legislative Session.
It’s important that Legislators of both political parties attend our events. The League is a nonpartisan organization, and its strength is in that branding. Keeping the focus on issues rather than partisanship is what our organization is all about. The “Neighbor Project” is planned facility which will be the first shelter in the Eastern Panhandle that will allow homeless and at-risk families to stay together while receiving services.
The Community Services Center post construction will be located on the border of Ranson and Charles Town, making it walkable to downtown, close to West Virginia DHHR and other local social service agencies. |
Through a cooperative ministry of local faith-based organizations, the JCCM currently provides a cold weather shelter, food pantry, clothing closet, acute medical treatment, day programming, and support services to over 1,800 people and 500 families each year.

County Commissioner Jane Tabb and John Nissel, County Administrator, explain the need and the proposed structure of the Emergency Services Department in Jefferson County, WV. Bob Burner, Director of the Emergency Services Agency, and Ronald Fletcher, President of Citizens Fire Company, share their thoughts on the new department.

Moderator Dixie Dunn League of Women Voters of Jefferson County WV hosts annual Wrap-Up meeting with our West Virginia legislators: Attending for the discussion and answering questions, posed by their constituents were: Delegate Wayne Clark was elected in 2020 and represents the 65th Delegate District encompassing both Charles Town and Ranson. Delegate John Doyle was elected in 2018 and represents the 67th Delegate District including the eastern areas between Shepherdstown and Harpers Ferry. Delegate Paul Espinosa was elected in 2012 and represents the 66th Delegate District including Summit Point, Middleway, and the southern parts of the County. Senator Hannah Geffert was appointed this past autumn by Governor Jim Justice to fulfill an unexpired seat in the 16th Senatorial District. This District includes most all points east of Interstate 81 including Martinsburg, Charles Town, Shepherdstown, and Shannondale. Senator Patricia Rucker was elected in 2016 and she also represents the 16th Senatorial District along with Senator Geffert. Please note that due to Redistricting last year, the Delegate District numbers will change and the Delegate and Senatorial District lines will move substantially. When you go to vote this May in the primary, the Delegate Districts you see on your ballot will no longer be numbered 65, 66, or 67th. You will see either 97th, 98th, 99th, or 100th on your ballot. Because of our population growth we will now have 4 Delegate Districts instead of 3. As for the Senatorial Districts, the number will remain the same,16, and all of Jefferson County will remain in the 16th Senatorial District. However the portion of Berkeley County which is in this District has been moved considerably. |
